FILM & PUBLICATION BOARD ON REFUSED CLASSIFICATION OF FILM TITLED ‘OF GOOD REPORT’

A classification committee of the Film and Publication Board (FPB) on 17 July 2013 ruled on a refused classification for the film titled ‘Of Good Report.’ Such a refused classification is based on Section 18 (3) of the Film and Publications Act as amended.

 

Section 18 (3) of the above Act states that “the classification committee shall in a prescribed manner examine the film or game referred to it and shall (a) classify the film or game as refused classification if the film or game contain child pornography, propaganda for war or incites imminent violence. Unless judged within context, the film or game is, except with respect to child pornography, bona fide documentary, scientific, dramatic or artistic merit or is on a matter of public interest.”

We have since noted the media coverage relating to the scheduled screening of the film at the opening evening of the 34 the Durban International Film Festival (DIFF).

The Film and Publication Board has over the years participated and supported the Durban International Film Festival. To this extent, films for screening at the festival have been exempted from classification in line with section 22 of the Film and Publications Act with the exception of seven (7) films classified. However, based on the synopsis received of the film ‘Of Good Report’ the FPB felt it necessary to classify the content.

On 24 July 2013, the FPB will host a workshop on classification guidelines at the Festival. This is in line with our commitment to ensuring that local content is classified, promoted and supported.

The Durban International Film Festival has on 18 July 2013 lodged an Appeal with the FPB Appeals Tribunal chaired the esteemed Prof. Karthy Govender. The Appeals Tribunal will in due course liaise with the appellants on the matter.

The refused classification of the film in question is based on the above legislation and suggestions of attempts to censor or ban content by the Film and Publication Board are erroneous.
